The Proven System

How to Develop Your Land Using Government Money

This is the exact sequence used by successful landowners to transform raw land into productive, income-generating property — using USDA programs that most people never know exist.

STEP 01

Get Your Farm Tract Number

Visit your local FSA (Farm Service Agency) office. Every county has one. Ask them to assign you a farm/tract number. This is your entry point to all USDA programs and is completely free.

💡 Google "FSA office near me" or use farmers.gov/service-center-locator

STEP 02

Hire a Consulting Forester

A consulting forester will conduct a "timber cruise" — an inventory of every tree on your property. They send that inventory out for bids from timber companies. The timber revenue goes directly to you, and the forester takes a percentage, protecting you from being underpaid.

💡 Timber on your land can generate $15,000–$30,000+ in immediate revenue

STEP 03

Apply for the Brush Management Grant (NRCS)

After timber is harvested, stumps, slash, and brush remain. The NRCS Brush Management program will pay you to remove it. This is a separate grant from EQIP. Do not let them tell you it is unavailable — it is your money from your government.

💡 NRCS can cover the cost of a forestry mulcher or dozer work

STEP 04

Apply for Fencing Cost-Share (NRCS EQIP)

Once your land is cleared, go back to the NRCS with your farm tract number and apply for fencing cost-share. NRCS can cover up to 90% of fencing costs on your property through EQIP. This is how you establish pasture, protect crops, and contain livestock.

💡 90% cost-share means you pay only 10% of fencing costs

STEP 05

Establish Infrastructure with Grant Funding

With cleared land and fencing in place, apply for additional EQIP practices: high tunnels (greenhouses), irrigation systems, water storage, and livestock facilities. Each practice has its own payment rate. Stack multiple practices to maximize your funding.

💡 EQIP pays after implementation — plan your cash flow accordingly

STEP 06

Enroll in CRP for Passive Income

If portions of your land are not actively farmed, enroll them in the Conservation Reserve Program (CRP). The government pays you a yearly rental rate (averaging $78/acre nationally) to keep that land in conservation. This is passive income while you develop other areas.

💡 CRP contracts run 10–15 years with annual payments

Protect What You Build

Succession Protection & Estate Planning

Building land wealth means nothing if your heirs lose it to estate taxes, probate court, or partition sales. These are the legal and financial tools that protect your land for generations.

$13.6M

Federal Estate Tax Exemption (2024)

The federal estate tax exemption is $13.61 million per individual ($27.22M for married couples). Most family landowners will not owe federal estate tax — but state estate taxes can kick in at much lower thresholds. Know your state's rules.

IRC §2032A

Special Use Valuation

IRC §2032A allows qualifying farmland to be valued at its agricultural use value rather than fair market value for estate tax purposes. This can reduce the taxable estate value by up to $1.39 million (2024), keeping working farms in family hands.

$18,000/yr

Annual Gift Tax Exclusion

You can transfer up to $18,000 per recipient per year (2024) completely gift-tax free. Over time, strategic gifting of land interests to heirs can significantly reduce your taxable estate while transferring ownership gradually.

Dynasty Trust

Generation-Skipping Trust (GST)

A properly structured Irrevocable Dynasty Trust can hold land for multiple generations, skipping estate taxes at each generational transfer. Combined with a Wyoming LLC, this creates a multi-generational legal firewall around your land.

3–7%

Probate Costs vs. Trust Administration

Probate court typically costs 3–7% of the gross estate value in attorney and court fees. A properly funded revocable living trust bypasses probate entirely, saving your heirs tens of thousands of dollars and months of delays.

Heirs' Property

The Partition Sale Risk

Without a clear title or trust structure, any heir can force a partition sale — compelling the entire family to sell land that has been held for generations. Resolving heirs' property and establishing proper ownership structure is the single most important step for many Black landowners.
